Avangrid Announces 119 Megawatt Repower Project in Oregon
Avangrid to repower existing Leaning Juniper IIB project in Gilliam County, Oregon, increasing production and extending the life of the facility
Project to supply more than 100 MW to support Google’s data center operations in The Dalles
GILLIAM COUNTY, Ore. — July 22, 2025 — Avangrid, Inc., a leading energy company and member of the Iberdrola Group, today announced the signing of a power purchase agreement (PPA) with Google for more than 100 Megawatts (MW) of energy from the Leaning Juniper IIB project. The project, located in Gilliam County, Oregon, will supply power to Google’s nearby data centers in The Dalles.
“Energy demand is rising rapidly across the country, and extending the life of projects like Leaning Juniper IIB project is a great example of the strategic approach Avangrid is taking to address this urgent challenge alongside our customers,” said Jose Antonio Miranda, Avangrid CEO. “Working in collaboration with Google, we are making a significant investment to upgrade our existing facility that will make it run better and generate more energy than before. Furthermore, this represents our continued investment in Oregon and ensures our positive impact on the community will continue for years to come.”
Avangrid will repower its existing Leaning Juniper IIB energy project, significantly upgrading the facility and replacing existing components with modern equipment. This extends the life of the project while improving its efficiency and increasing energy production to deliver power to the grid. Once completed, Leaning Juniper IIB is expected to generate enough electricity to power about 31,000 U.S. homes annually.
Northern Wasco County People’s Utility District (PUD) will deliver the power from Leaning Juniper IIB to Google’s nearby data centers in The Dalles. Google opened its first owned and operated data center facility in The Dalles in 2006 and has since expanded its footprint. Google data centers power Google Cloud, AI innovations, and other digital products and services that people and organizations use every day, such as Search, Maps, and Workspace.
"Through our strategic collaboration with Google, Northern Wasco County PUD is developing innovative carbon-free renewable energy resources to meet the expanding industrial needs of our customers in a way that benefits all customer-owners equitably," said Roger Kline, General Manager and CEO of Northern Wasco County PUD. "This not only advances our regional clean energy capacity but also delivers lasting economic benefits and sustainable infrastructure investments to our community."
The project represents a nearly $200 million investment in north-central Oregon. Construction will support 150 jobs, most of which will be filled by union labor in Oregon.
Avangrid has been a member of the Gilliam County community for over 15 years. The project is expected to generate about $20 million in taxes over its lifetime, which support a variety of public services, especially education. This includes a Strategic Investment Program (SIP) agreement with Gilliam County that will deliver Local Improvement Payments to the county totaling $2.8 million over the next decade.

These partnerships allow community members the opportunity for jobs with a living wage right here in Gilliam County. This foundation makes Gilliam County strong because these jobs attract families and strengthen our communities,” said Gilliam County Judge Cris Patnode. “Gilliam County has expanded its economy from mainly an agricultural base to renewable energy through partnerships with companies such as Avangrid. Their continued commitment to re-investing in their infrastructure keeps our economic engine running.”
Leaning Juniper IIB is a wind energy facility that was built in 2010. It has paid about $15 million in property taxes since it began operation. Through Avangrid’s community sponsorship program, Leaning Juniper II has also contributed to local libraries, pre-schools, and firefighters.
Avangrid owns and operates about 2.5 GW of energy generation in Oregon. The company employs about 375 people in the state, supporting operations in the field or at Avangrid’s corporate office in Portland.
