Avangrid Strengthens Regulatory Affairs, Government Affairs and External Communications with Key Leadership Appointments

Javier Bucobo, Rebecca Marino and Leo Rosales join Avangrid’s leadership team

ORANGE, Conn. — October 25, 2023 — Avangrid, Inc. (NYSE: AGR), a leading sustainable energy company and member of the Iberdrola Group, announced today key leadership appointments to its Regulatory Affairs, Government Affairs, and External Communications departments: Javier Bucobo as Vice President of Market and Regulatory Affairs, Rebecca Marino as Vice President of State Government Affairs, and Leo Rosales as Vice President of External Communications.

I expect their expertise and leadership will further drive our strategic and proactive communications and state government and regulatory affairs efforts across our businesses.” 

As Vice President of Market and Regulatory Affairs, Bucobo oversees market strategy and community engagement across Avangrid’s U.S. markets. He and the regulatory affairs directors will partner directly with the company’s networks and renewables’ onshore and offshore lines of business to successfully execute Avangrid’s regulatory affairs strategy. Prior to joining Avangrid, Bucobo was Assistant General Counsel of Power, Transmission and Regulatory for the New York State Power Authority (NYPA), the largest state-owned utility in the country. In this role he provided legal support and strategy on transmission and renewable energy projects. His representative matters while at NYPA include serving as lead counsel on an 11-billion-dollar energy infrastructure project; lead counsel on the successful negotiation of a multi-billion-dollar long term power purchase agreement; and serving as lead counsel on the merger and integration of the New York State Canals Corporation as a subsidiary of NYPA. Bucobo holds a law degree from Brooklyn Law School and a bachelor’s degree in criminal justice from St. John’s University.

As Vice President of State Government Affairs, Marino develops and leads state government affairs strategy across 24 states for Avangrid’s networks and renewables businesses. She will work with the government affairs teams at each of the companies to design and advance favorable legislative policy positions and strategies for Avangrid. Marino brings to the position more than 25 years of experience in government affairs and has in-depth knowledge of state legislative, budget and regulatory processes. Most recently, she was Executive Vice President at a leading New York based government affairs firm representing clients in the energy and environmental sectors. Marino hold a bachelor’s degree from University of Delaware. She has been recognized by City & State NY on its 2023 Above & Beyond: Women list and its Energy & Environment Power 100 list from 2021 to 2023.   

As Vice President of External Communications, Rosales oversees all external communications for Avangrid’s national onshore and offshore renewable projects and the company’s utility operations in Maine, New York, Connecticut and Massachusetts. Prior to joining Avangrid in January 2023, he served in various leadership roles in New York State covering energy and environmental matters as Deputy Director of Communications for Governor Cuomo, Deputy Commissioner for Public Affairs for the Department of Environmental Conservation and Vice Chancellor of Communications for the State University of New York.  Before his service in New York state, Rosales served in various high level communication advisory roles with the U.S. Environmental Protection Agency in their Chicago and New York field offices. Rosales has bachelor’s degree in political science from the University at Albany.
