Pedro was appointed to the position of CEO in May 2022. Pedro has served as a member of the AVANGRID Board of Directors since 2019, and previously served as a member of the Board of Directors from 2014 to 2018.
Pedro formerly served as the Chief Development Officer for Iberdrola, where he has executed more than one hundred transactions and led the international expansion of Iberdrola. Pedro has a degree in Law and Business Administration from the Instituto Católico de Administración y Dirección de Empresas (ICADE) at the Universidad Pontificia de Comillas in Madrid, and an MBA from the University of Chicago.
PATRICIA COSGEL
Chief Financial Officer
Patricia Cosgel was appointed Chief Financial Officer in July 2022. In this role, she oversees treasury, control and administration, investor relations, risk and tax. Patricia joined AVANGRID in 2015 as Vice President of Investor Relations. Previously, she worked at UIL as Vice President and Treasurer, and prior to that, she was with Eversource for 12 years where she held various roles in the finance function, including Assistant Treasurer and Director of Enterprise Risk Management.
Patricia began her career at the Federal Reserve Bank in Boston. She holds a master’s degree in economics from the University of Iowa, where she passed all PhD qualifying examinations, and a bachelor’s degree in economics from Dickinson College where she graduated Phi Beta Kappa and Magna Cum Laude.
CATHERINE STEMPIEN
President & Chief Executive Officer, Avangrid Networks, Inc.
Catherine Stempien was appointed to the position of President & Chief Executive Officer of Avangrid Networks, Inc. in February, 2021. In this role, Catherine oversees AVANGRID’s eight electric and gas utilities, serving approximately 3.3 million customers across New York and New England. She is also responsible for regulatory affairs, asset management and planning for Avangrid Networks, Inc.
Previously, Catherine served as President of Duke Energy Florida. She also held a variety of executive roles at Duke including Senior Vice President of Corporate Development and various leadership positions in the company’s legal department. Catherine holds a Juris Doctor degree from Boston University School of Law and a Bachelor of Arts degree in Government from Dartmouth College. She also completed the Advanced Management Program at Harvard Business School.
JOSE ANTONIO MIRANDA
Avangrid Renewables Onshore President and CEO
Jose Antonio Miranda was appointed Avangrid Renewables Onshore President and CEO in October 2021. He leads the growth and development of the company’s onshore wind and solar pipeline in the United States. Jose Antonio has extensive renewables leadership experience. Prior to joining Avangrid Renewables, he served as CEO of Onshore in the Americas region for Siemens Gamesa and Chairman of its boards in the U.S., Mexico and Brazil. He also served as Secretary of the Board and Executive Committee member of the American Wind Energy Association (AWEA). Prior to his 14-year tenure at Siemens Gamesa where he held roles in Europe, Asia and the Americas, he held a variety of roles over a ten-year period at the multinational engineering firm ABB. He was appointed to the Board of Directors for the American Clean Power (ACP) Association in 2022.
He has a master’s degree in business administration from ICADE (Universidad Pontificia de Comillas, Madrid, Spain) and a master’s degree in industrial engineering from the Superior Technical Institute of Industrial Engineers of Gijón (Oviedo University, Spain).
BILL WHITE
Avangrid Renewables Offshore President and CEO
Bill was appointed Avangrid Renewables Offshore President and CEO in October 2021 and leads the company’s development and execution of projects in the United States. In this role, Bill is responsible for the overall management of approximately 5 GWs of offshore wind capacity potential through Avangrid Renewables’ 50% share in Vineyard Wind (MA), and its 100% ownership of Park City Wind (CT), Commonwealth Wind (MA), and Kitty Hawk Wind (VA/NC).
Prior to joining Avangrid Renewables in 2020, Bill was Managing Director of EnBW North America, the U.S. subsidiary of a German utility and offshore wind developer. Bill was also a key leader in the ten-year effort to develop the Massachusetts offshore wind market where he led the state’s efforts on the federal leasing process for offshore wind development, as well as transmission planning, environmental surveys, supply chain and workforce development efforts, and stakeholder engagement efforts related to offshore wind. Additionally, he led the construction of the New Bedford Marine Commerce Terminal, a first-in-the-nation facility specially designed for the staging, assembly, and deployment of offshore wind projects. Bill served in the White House as a Special Assistant to the President during the Clinton Administration and worked at the U.S. Department of State.
Bill earned his bachelor’s degree from Boston College’s School of Management and his master’s degree in public administration from Harvard University’s John F. Kennedy School of Government.

Senior Vice President – Corporate Development
Ignacio has served as Senior Vice President – Corporate Development since December 2015 and is responsible for delivering non-organic growth opportunities for the company beyond those of its present businesses. Ignacio most recently served as Corporate Vice President of Business Origination of Iberdrola, S.A. and, prior to that,as Gas Markets Development Director.
Ignacio holds a degree in law and business from the Universidad Pontificia Comillas and a master’s degree of public administration, with concentrations in industry analysis and strategic negotiation, from Harvard University.
MANUEL GONZALEZ
Senior Vice President – Chief of Staff
Manuel has served as Senior Vice President – Chief of Staff since 2016 and manages a team that provides operational, financial and strategic oversight for the Chief Executive Officer of AVANGRID. Manuel also oversees the Information Technology and Innovation activities at AVANGRID. Most recently, Manuel served as Head of Finance and Economic Affairs for the Office of the Chairman of Iberdrola, S.A. Previously, he held roles in wind project development and business performance in Iberdrola’s Renewables division. Manuel is a Chartered Financial Analyst. He earned a master's degree in business administration from IE Business School and a doctorate in behavioral finance from Comillas Pontifical University in Spain.
DAVE LABELLE
Chief Administrative Officer
Dave was appointed to the newly created role of Chief Administrative Officer in February 2022. He oversees the Procurement & Insurance, Corporate Security and General Services functions which includes building asset management, office & business services, energy land management and fleet services. Dave, who joined AVANGRID in 2017, was most recently Vice President of Environmental Health and Safety, where he drove continuous improvement across the business, introduced the company’s holistic wellbeing program, directed a health and safety culture transformation based on human and organizational performance principles and played a pivotal role in navigating the company through the pandemic.
Prior to joining AVANGRID, he held a number of global and domestic leadership and management positions supporting utility, renewables and manufacturing businesses. His responsibilities included environmental, health and safety as well as security and facilities with companies such as SunEdison, National Grid, General Electric, Dresser and Saint-Gobain.
Dave also chairs the US G+ Offshore Wind Health & Safety Focal Group. He holds a bachelor’s degree in Civil Engineering with an Environmental Concentration from the University of Massachusetts at Amherst.
R. SCOTT MAHONEY
Senior Vice President – General Counsel and Secretary
Scott has served as Senior Vice President – General Counsel for AVANGRID since December 2015 and was appointed Secretary of the Board of Directors of AVANGRID in January 2016. Scott previously served in a number of legal and senior executive positions at AVANGRID subsidiaries including vice president – general counsel and secretary of Avangrid Networks, Inc. Prior to joining AVANGRID, Scott served as an attorney in the US Army Judge Advocate General’s Corps, earning a Bronze Star for service in Iraq during Operation Desert Storm. Scott serves on the board of directors of the Gulf of Maine Research Institute.
Scott holds a J.D. from the University of Maine and a master’s degree, with honors, in Environmental Law from the Vermont Law School. Scott also holds a Postgraduate Diploma in Business Administration from University of Warwick. He is a member of the bar in Maine, New York, the U.S. Court of Appeals, the U.S. District Court, and the U.S. Court of Military Appeals. Scott is a Certified Compliance & Ethics Professional and a member of the Society of Corporate Compliance and Ethics.
KIMBERLY HARRIMAN
Senior Vice President, State Government Affairs & Corporate Communications
Kim was appointed to the position of Senior Vice President, State Government Affairs & Corporate Communications in June 2022. Kim joined AVANGRID at the end of 2020 as Vice President, State Government Relations and Public Affairs, coordinating state government relations and public affairs for electric and gas utility subsidiaries in New York, Connecticut, Massachusetts and Maine and renewable onshore and offshore energy projects across 22 states.
Prior to AVANGRID, Kim worked for over 20 years on energy issues for the state of New York. She graduated from Albany Law School of Union University and holds a BA in political science with a minor in economics from Siena College.
KYRA PATTERSON
Senior Vice President & Chief Human Resources Officer
Kyra Patterson was appointed to the position of Senior Vice President and Chief Human Resources Officer of AVANGRID in November 2021. She leads all facets of the HR organization, including talent management, diversity and inclusion, compensation and benefits, employee and labor relations, as well as strategic planning and organizational effectiveness. She most recently served as Vice President - People Operations at AVANGRID and was responsible for labor relations, employee relations, HR shared service center, HR policy and compliance. Prior to joining AVANGRID, Kyra was the Director – Diversity and Inclusion at Diageo, N.A., successfully leading the company’s diversity, equity and inclusion efforts. Throughout her career, she has provided subject matter expertise, thought leadership and cross cutting partnership to establish alignment between HR strategy, company culture and business goals and outcomes.
Kyra holds a bachelor’s degree in English from Prairie View A&M University and a master’s degree in labor and human resources from Ohio State University.
She serves as a member of the American Association of Blacks in Energy.
SCOTT TREMBLE
Senior Vice President – Controller
Scott has served as Senior Vice President – Controller of AVANGRID since May 2018 and is responsible for the execution and recording of AVANGRID’s transactional processes while meeting mandatory reporting requirements and tax obligations. He also serves as a director of Avangrid Networks, Avangrid Renewables and UIL. Scott most recently worked as Chief Accounting Officer of Avangrid Management Company, LLC, a wholly-owned subsidiary of AVANGRID, and was responsible for oversight in the areas of consolidation, financial reporting, internal controls, technical accounting and corporate accounting for AVANGRID.
Prior to joining AVANGRID, he was the International Controller for Cole Haan LLC. He began his career at PricewaterhouseCoopers in October 2002 and worked in various roles, including Senior Manager in the assurance practice. Scott holds a bachelor’s degree in accountancy from Bentley University and is a Certified Public Accountant.
